Alaska State Service Dog Laws

This is a summarized version of state laws regarding service dogs in Alaska. Please refer to the full statutes for detailed information



Public Accommodation

AS 28.23.120

Disabled people must be allowed to access places that are open to the public under the ADA. There are no specific state laws regarding public access to businesses, but there are specific laws for transportation:

  • The transportation network company shall adopt a policy prohibiting discrimination based on destination or a class or status protected under AS 18.80.210 with respect to a rider or potential rider. The company shall inform drivers of the policy.

  • A transportation network company driver shall comply with all applicable laws relating to accommodation of service animals.

  • A transportation network company may not impose additional charges for providing services to riders with physical disabilities because of those disabilities.​​

SDiT Access

AS 11.76.133

  • Service dogs in training have equal access to public places as trained service dogs if all below are met:

    • Trainers from a program are recognized for SDiT access

    • SDiTs must be labeled as service dogs in training

Harassment or Interference

  • A person commits the offense of interference with the training of a service animal if the person intentionally prevents or restricts a person who is authorized to train a service animal from being accompanied by an animal that is identified as being in training to be a service animal, or assesses an extra charge because of the animal, in a public facility

  • A person commits the crime of interference with the rights of a physically or mentally challenged person if the person intentionally prevents or restricts
    (1) a physically or mentally challenged person from having full and free pedestrian use of a street, highway, sidewalk, walkway, or other thoroughfare to the same extent that any other person has a right to pedestrian use; or
    (2) a physically or mentally challenged person from being accompanied or assisted by a certified service animal, without an extra charge for the service animal, in a common carrier, place of public accommodation, or other place to which the general public is invited except as provided in (b) of this section.

  • (15) except for fish in aquariums or bowls, a patrol dog accompanying a police officer, or a service animal accompanying an individual with a disability, an animal is not allowed in the school or shop; a patrol dog and service animal must be (A) under the control of the police officer or the individual with a disability; (B) kept off any seat; and (C) prevented from contaminating a procedure area;
