The Fair Housing Act covers both service animals and emotional support dogs

The Fair Housing Act allows both service dogs and emotional support animals to live in no-pet housing with their handlers. Under the FHA, both are classified as "assistance animals" and will be referred to as such for the purposes of this section.

Housing providers can ask for documentation of a disability if the dog's work isn't obvious

Generally, if a service dog's work is not visually obvious (guiding, pulling a wheelchair, etc), then a housing provider may ask for documentation of the handler's disability and/or a doctor's note from an established medical provider stating that the handler has a disability-related need for the assistance animal.

 

Online registries do not grant access to housing under the FHA.
